Maureen Cohen Harrington / Documentary Filmmaker (Former Senior Counsel, Library of Congress)

Maureen Cohen Harrington is an arts and entertainment attorney who early in her legal career was WALA’s Director of Education. She was later an associate at The Intellectual Property Group, then of counsel at Lutzker & Lutzker. During that time, she served two terms as co-chair of the DC Bar’s Arts, Entertainment, Media, and Sports Law Section.
In 2004, she joined the Library of Congress Office of the General Counsel, where she is now a senior counsel. Her involvement with WALA is in her personal capacity. Her Library work includes government ethics and travel, location agreements for film and media productions, matters related to the Library’s collections, exhibits, and events, and the Library’s support for the triennial anti-circumvention rulemaking, the Copyright Royalty Board (where she served a six-month detail as the senior counsel), and the Copyright Claims Board.
She received her law degree from Georgetown University Law Center, and undergraduate degrees in philosophy and in radio-television-film, both magna cum laude, from the University of Maryland.
Her photo and video journalism has been featured in numerous media outlets, including ABC, NBC, CNN, Fox News, the Washington Post, and USA Today. She’s working on a documentary film with principal photography in West Virginia, through Train Whistle Productions LLC.
She’s vice president of the Plant-Based Congressional Staff Association (formerly the Congressional Vegetarian Staff Association), a member of the Committee of 100 on the Federal City, and on the board of Washington Area Roadskaters.
